Holloway is one of the fiercest critics of the imminent change to the transfer laws, which means Football League clubs will be able to trade players only in the summer and in January.
The Rangers boss has vowed to increase the size of his squad - but chairman Bill Power will urge caution.
'Ian Holloway has a list of players he wants to bring in,' said Power.
'His biggest problem is my telling him not to spend too much money and to go out and find one of his gems.' "
